Property Tax

The Rural Municipality of Rockwood taxation year runs from January 1st to December 31st. 

2024 Property taxes are due Thursday, October 31, 2024. (No discount is offered for early payment) 

Tax statements are mailed out a minimum of 30 days prior to the due date each year.

Penalties of 1.25% per month are added to any outstanding taxes on the first of every month, beginning Friday, November 1, 2024. Failure to receive a bill does NOT excuse an owner from responsibility for payment of taxes nor relieve that owner from liability for any late payment penalty.


* TIPP (Tax Installment Payment Plan) is now available for the 2025 Property tax year! * 

The Tax Installment Payment Plan is a popular program that allows you to pay your property taxes on a monthly basis instead of one payment in October. Your payment automatically withdrawals from your chequing account the 15th day of every month, making budgeting easier and eliminating the risk of penalties. 

Overview of TIPP - Payments will be divided into twelve (12) equal payments based on the previous year's taxes, until the current year's taxes are processed and printed. The payment amount will then be adjusted in the amount of the difference between the two (2) annual tax levy amounts. (This is expected to occur in approximately on the July 15th payment, but may occur on the August 15th payment). Which at that time, the monthly payment will be reconciled accordingly to ensure the October 15th withdrawal  will bring the tax account to a zero balance.

Supplementary tax statements will be issued to properties that have changes in assessment due to new construction, renovations or demolishing which were not reflected on the annual tax statements and will be mailed out by the end of August.

If you are moving, please provide us with your new civic address and complete mailing address. 

If an ownership change occurs and you receive a tax bill for a property you no longer own, please forward the tax bill to the current owner or return it immediately to the Municipal office.

If you purchased a property this year and you did not receive a tax statement, please contact the Municipal office at 204-467-2272 and we will send you a copy.

Calculating Property Taxes 

Property taxes are calculated by multiplying the Mill Rate and your Portioned Assessment 

Portioned Assessment/1000 x Mill Rate = Tax Amount 

Under the authority of the Public Schools Act of Manitoba Section 187 and 188, all Rural Municipalities are required to collect and remit School Taxes on behalf of the School Division in their area.

2024 Manitoba School Tax Affordability Rebate Information 

This year, residential property owners are receiving a 50% rebate on school taxes for 2024 which is applied directly to their property tax notice.

Farm property owners are receiving a 50% rebate of school taxes for 2024 applied directly to their property tax notice.

Other property owners will receive a 10% rebate of the total school division special levy and education support levy for 2024 applied to their property tax notice.

Rebate cheques will no longer be mailed.


Property Assessment 

All properties within the Rural Municipality of Rockwood are assessed by the Municipal Assessment Branch in Selkirk, MB. Properties within Manitoba are assessed at market value in accordance with The Municipal Assessment Act

Manitoba’s property assessment services are also now digitally available. Property owners outside the City of Winnipeg can access their assessment notice by creating an account on the MyPropertyMB digital portal. Through the portal, property owners have access to enhanced details of their property assessment, such as buildings assessed on their property, characteristics including building age, size, and features that impact the assessed value.

In accordance with the Freedom of Information and Protection of Privacy Act, personal identifiers are not included.

Appealing Property Assessments and Board of Revision 

If you would like to appeal your property assessment, please contact the Municipal Assessment Branch in Selkirk at 204-785-5092 or (Toll Free) 1-866-262-9786.

The deadline to submit Property Assessment appeals to the Municipality is Monday, September 9, 2024.

The Board of Revision for the 2025 Assessment Roll takes place on Wednesday, September 25, 2024 at 3:00 p.m. in the Rural Municipality of Rockwood Council Chambers.

  • the roll number and legal description of the property;

  • your reason for appealing, and;

  • your name, mailing address, and telephone number

Seniors' School Tax Rebate 

The Seniors' School Tax Rebate is available if you or your spouse/common-law partner:

  • are 65 years of age or older by the end of the year (December 31);

  • own your home, or are liable for paying the school taxes on your principal residence;

  • live in your home; and 

  • are a resident of Manitoba. 

You can claim your rebate when you file your income tax return.

Farmland School Tax Rebate

The Manitoba government offers a rebate for farmland, and landowners are required to submit an annual application to Manitoba Agricultural Services Corporation (MASC). Once you are registered with MASC and receive a rebate, a pre-printed application form for the following year will be mailed to you when they become available.

The rebate applies only to the school taxes assessed on your farmland and does not apply to residences or buildings. Application forms are available in approximately October.

The deadline to apply for the 2024 rebate is March 31, 2025.
